The affidavit says the informant described “cooper2” as a white man in his mid-40s, tall and of medium build, clean-shaven with brown hair and wearing glasses. The informant told agents that he saw “cooper2” perform sex acts on a young African-American child via these online chats on multiple occasions. The affidavit said the informant’s description of the man he met online corresponded with the description of Frank Mccorkle Lombard.

ICUii also shared with the FBI a complaint filed in January 2007 against Frank Lombard from another user. That user alleged Lombard said he "was into incest" and had adopted two African-American children, the affidavit says.

On Monday, according to the affidavit, Det. Timothy Palchak of the Washington Metropolitan Police Department, chatted online with a person using the name “F.L.” Palchak said “F.L.” described specific sex acts he had performed on a 5-year-old child and said that he lived in Durham.

A search warrant filed for Lombard's house further outlines the case against him, and includes a transcript of the chat between Palchak and "F.L."

In the chat transcript, "F.L." is asked how he got access to a child so young. "Adopted," he replied, and said that the process was "not so hard ... esp (sic) for a black boy."

In the chat, "F.L.” told Palchak that abusing the child was "easier when he was too young to know what was happening and when he couldn't talk ...He had a little too much Benadryl. Was knocked out."

The Center for Health Policy (CHP) is an instigator and facilitator of research related to a broad range of public health issues and the policies that address them. Its mission is to stimulate and facilitate research in health policy, disseminate findings from this research to policy makers, and provide educational opportunities for undergraduate and graduate students seeking careers in health policy.

A core project of the Center for Health Policy is the Health Inequalities Program (HIP), which tests and translates interventions to reduce health disparities through training, information technology, evaluation, and international development. A major emphasis of HIP is to address health inequalities in populations which are disadvantaged in terms of race/ethnicity, gender, income, geography and other social factors.

Oil firms to scramble for Iraq deals on live TV

The secretive world of Middle East oil deals will be thrown open in Baghdad next week when a contract auction is broadcast live, shining a spotlight on big oil dealmakers that prefer to stay behind the scenes.

"This is shaping up to be unlike anything I have ever been involved in," said one senior executive for a major western oil company. "It is quite unique and will be some theater. I don't think any of us really know how this is going to work out."

Bids for contracts for six of Iraq's largest oilfields and two untapped gas fields will be opened in front of the cameras and the world's media on June 29-30 in Baghdad. The bids will be compared and contracts awarded there and then.

After the first contract is awarded, competing firms would have a chance to go back and revise the terms of their next bid.

That is where the process could come to resemble a live TV game show.

Russia won't participate in Jewish documents suit
Russia told a U.S. court on Friday that judges have no authority to tell the country how to handle sacred Jewish documents held in its state library that were seized by the Nazi and Soviet armies.

The documents are at the center of a lawsuit brought by members of Chabad-Lubavitch, which follows the teachings of Eastern European rabbis and emphasizes the study of the Torah. The group is suing Russia in U.S. court to recover thousands of manuscripts, prayers, lectures and philosophical discourses by leading rabbis dating back to the 18th century.

The case is being handled by the chief judge of the U.S. District Court in Washington, Royce Lamberth, who in January ordered Russia to preserve the documents over Chabad's fears they are not being properly cared for and could be sold on the black market.

But Russia said in its filing Friday that even though it respects the U.S. court, it would not participate in the litigation to protect its sovereignty. Russia said the United States should use diplomatic channels to address any concerns it has about the collection and that Chabad can pursue claims in Russian courts.

Our story comes from a New York Times article from October of 2008. Then Secretary of the Treasury Henry Paulson called the chief executives of the nine biggest banks in the United States – all in Washington for a meeting of the International Monetary Fund – into his office.

He then handed them a document saying they would sell shares of their company to the government, and that would have to sign it before they left the room. Flush with new TARP money, Secretary Paulson made the call that the banks would all need an infusion of capital to allow them to begin trading together again in hopes of spurring the economy.

Some banks, such as JPMorgan Chase, were more than happy to accept the money. Others, like Wells Fargo, felt that they didn't need an injection of cash. That mattered not, though, as every single bank agreed to the terms by the end of the evening.

Moreover, as with any scenario in which the government funds another entity, strings were attached to this deal. More specifically, there were limits on executive compensation placed. There was not, however, a big push to change day to day operations, from what I have researched.

Wasteful spending highlights the list of US stimulus projects
U.S. Sen. Tom Coburn wants to shed light on the wasteful spending in the federal stimulus and his list includes projects in his home state of Oklahoma. One of the 100 examples Coburn has compiled is $1.5 million in “free” stimulus money for a new wastewater treatment plant results in higher utility costs for residents of Perkins, Okla.

Another is $1.15 million for installation of a new guardrail for the non-existent Optima Lake in Oklahoma. There is no lake - it’s a dry hole.

Coburn’s report, 100 Stimulus Projects: A Second Opinion, is available in its entirely on his website. “Why is the federal government wasting your tax dollars on a guardrail for a ‘lake’ that doesn’t even contain any water?” Coburn asked. The 100 projects he lists- worth $5.5 billion - range from Maine to California.

Summit gives UN role in solving economic crisis
More than 140 countries agreed Friday on a blueprint giving the U.N. a new role representing developing countries hit hard by the world's worst economic crisis in 70 years.

The 15-page document, which is not legally binding, makes clear that a solution to the economic crisis must include the views of all 192 U.N. member states and cannot be left just to the Group of Eight major industrialized nations or the Group of 20 key countries that account for over 80 percent of the global economy.

General Assembly President Miguel D'Escoto Brockmann called the document "a great achievement" adding, "the G192, has now been established as a central forum for the discussion of world financial and economic issues."

The document is short on specifics and leaves some demands by rich and poor countries unmet, but D'Escoto said it was "the first step in a long process of putting the world on a new path toward solidarity, stability and sustainability."

FBI compounds mystery with secret justification of gag order
When the FBI uses a national security letter (NSL) to force the cooperation of an ISP or phone company in the surveillance of a suspect, the agency typically slaps a gag order on the service provider to prevent it from revealing the existence of the NSL. Civil liberties groups have successfully challenged the DOJ on these gag orders in the ongoing Doe v. Holder, and last month the Obama administration decided not to appeal a federal court ruling that the FBI must justify these gag orders by meeting a relatively high First Amendment standard.

The implication of the court's ruling was that the FBI would finally have to justify the gag order that it had placed on the John Doe in the Doe v. Holder case, so that the plaintiff could talk about the NSL. The FBI has now cooperated, and has given the court a justification of the gag order, in secret.

Instead, devotees of the new eugenics invoke the languages of choice and prevention. “Children of choice,” “Redesigning Humans, “Remaking Eden,” – these are just a few of the book titles by advocates of the new eugenics. Supporters of the new eugenics frequently invoke freedom as the animating influence behind their support for the new eugenics (one recent book title is “Liberation Biology”).

But it is choice and prevention that actually guide them. Choice and prevention, of course, are not inconsistent with the principles of a modern liberal democracy, and both are frequently invoked as rationales for a range of decisions we make as a society – about everything from abortion to terrorism. Both, however, suffer from serious weaknesses as guiding philosophies for our new genetic age.

The earlier incarnation of eugenics reached its logical conclusion in the horrific policies of fascist Germany. But the new incarnation of eugenics is thriving in the societies where it first flourished in the late nineteenth and early twentieth century– liberal democracies.
Why?

Exploring this question requires two things: First, debunking the myth, still embraced by many, that eugenics and liberal democracy are incompatible. History shows us how well suited they are. The fact that liberal democracies, including our own, now have in place protections against the kind of state-sponsored eugenics popular in the early twentieth century does not mean we have escaped the siren song of eugenics. It merely means that we have found new ways to justify our ineradicable desire to improve ourselves. Second, we must trace the three pathways by which eugenics has been rehabilitated: through science, politics, and culture. In doing so we can begin to understand why an increasing number of Americans believe that the new eugenics is inevitable, and why it is no longer shocking to ask the question: must eugenics be a dirty word?

D’Escoto is the same UN figure who recently dismissed the Iranian president’s threat to wipe Israel off the map by saying, “Words don’t kill.”

Sunday, June 21st, is World Humanist Day, an occasion for social gatherings and celebration of Humanism as an ethical philosophy of life. Established to coincide roughly with the Summer Solstice, there is no set rule for its observance. Some groups will gather together in picnics or parties. Others will have music or present talks and films. Me, I'll be going to a picnic.
The holiday began in the late 1980s with several chapters of the American Humanist Association (AHA) being the first to celebrate it. Since then, other humanist organizations around the world have picked it up, the largest being the International Humanist and Ethical Union (IHEU), an umbrella group for over 100 humanist, rationalist, secular, ethical culture, atheist and freethought organizations in more than 40 countries. While not all humanists recognize the holiday yet, the numbers are still growing.
Pastor Welcomes Gun Owners to Bring Their Handguns to Church
A Louisville pastor is welcoming gun owners into his church's sanctuary Saturday for what he says is a show of support for the right to bear arms.

Ken Pagano is asking visitors to bring their unloaded handguns in a holster at a late afternoon event at New Bethel Church in southwest Louisville.

Pagano says he got the idea after some members at the Pentecostal church expressed concern over the Obama administration's views on gun control. He says the gathering is meant to promote safe gun ownership.

The "Open Carry Celebration" will include a handgun raffle. It has prompted a coalition of peace and church groups to stage a peaceful, gun-free event across town at the same time on Saturday.
