The Bush administration is developing plans to "internationalise" the Iraq crisis, including an expanded role for the United Nations, as a way of reducing overall US responsibility for Iraq's future and limiting domestic political fallout from the war as the 2008 election season approaches.

The move comes amid rising concern in Washington that President George Bush's controversial Baghdad security surge, led by the US commander, General David Petraeus, is not working and that Iran is winning the clandestine battle for control of Iraq. "Petraeus is brilliant. But he is the captain of a sinking ship," said a former senior administration official who questioned whether Iraq's divided political leadership could prevent a descent into chaos. "Iraq's government is a mobile phone number that doesn't answer. Iraq probably can't be fixed."

Although sectarian killings have fallen in Baghdad since the surge began in February, the level of violence across the country remains broadly unchanged. But the White House is fiercely resisting calls from Democrats and some Republicans to scrap the operation and set a timetable for a troop withdrawal. The former official, who is familiar with administration thinking, predicted Mr Bush would instead ask Congress to agree a six-month extension of the surge after Gen Petraeus presented his "progress report" in early September. While insisting that no decision had yet been taken on an extension, the Pentagon announced last week that 35,000 soldiers from 10 army brigades had been told they could expect to be deployed to Iraq by the end of the year. That would enable the US to maintain heightened troop levels of about 160,000 soldiers through to next spring. According to an analysis published by Hearst Newspapers yesterday, the number of combat troops could almost double - to 98,000 - by the end of the year if arriving and departing combat brigades overlap. By the same calculation, the overall total including support troops could top 200,000 - an increase the report said amounted to a "second surge".

Mr Bush will sweeten the pill by pursuing a series of steps intended to "hand off" many current US responsibilities to the international community, the former official said. The president would try simultaneously to placate congressional and public opinion by indicating willingness to talk about a future troop "drawdown"

The US plan is expected to call for:

· Expanded UN involvement in overseeing Iraq's full transition to a "normal" democratic state, including an enhanced role for UN humanitarian agencies, the creation of a UN command, and possibly a Muslim-led peacekeeping force

· Increased involvement in Iraq policymaking of UN security council permanent members, Japan and EU countries - in particular, the new conservative government of French president Nicolas Sarkozy · A bigger support role for regional countries, notably Sunni Arab Gulf states such as Saudi Arabia, and international institutions such as the World Bank and IMF · Renewed efforts to promote Iraqi government self-reliance, including attainment of national reconciliation "benchmarks"

· The accelerated removal of US troops from frontline combat duties as the handover to Iraqi security forces, backed by an increased number of US advisers, proceeds. "The administration's plan calls for moving on several fronts," the former official said. "Firstly, there is the international plan to win political, economic and military support for the Iraqi government and state, not least by going to the UN and asking for a UN command and flag to supplant the US coalition command. "Regionally, there is diplomacy aimed at mobilising more Arab neighbours to understand that there is no Sunni leader coming back to Baghdad and that countries like Saudi Arabia should support Maliki [Nouri al-Maliki, Iraq's Shia prime minister] before he has no choice but to fully align with Iran," the official said.

"Internally, the plan is for US forces to help isolate takfirists (fundamentalist Salafi jihadis), peel off Sunnis from the insurgency, contain hardcore elements of Moqtada al-Sadr's Mahdi army, and halt Iranian and trans-Syrian infiltration of troops and materiel." If all else failed, the US might seek an arrangement with Mr Sadr, if only to secure an orderly transition, the official claimed. "Cutting a deal with the Mahdi army is [vice-president] Dick Cheney's deep fallback option."

Four years after bypassing a hostile security council, the Bush administration is expected to take the Iraq question back to the UN at the annual opening of the general assembly in September. "We foresee a very significant role for the UN and its agencies. The UN has great expertise that is badly needed in Iraq," a senior US diplomat said at the weekend. The World Bank and IMF would also be asked to do more, he said.

Think tanks in Europe and the U.S. have recently also urged "international solutions" for Iraq, according to the report.

"An energetic international political effort with focused mediation under the auspices of the UN is required to complement military deployments to Iraq," said Carlos Pascual, of the Brookings Institution in Washington in a recent study of US options.

The UN agencies should become more closely engaged, he said.

The Brussels-based International Crisis Group (ICG) recently proposed the establishment of an "international support group" for Iraq comprising the five permanent members of the security council, Iraq's neighbors and the UN.

The ICG also called for the appointment of a special UN envoy to lead a national reconciliation process.

U.N.: BAN KI-MOON VOWS TO BOOST COOPERATION WITH ISLAMIC CONFERENCE

Praising the cooperative relationship between the United Nations and the Organization of the Islamic Conference (OIC), Secretary-General Ban Ki-moon has anticipated strengthening these ties in the years ahead. In a message to the OIC Ministerial Conference meeting in Islamabad, Ban said Tuesday the gathering comes at a crucial juncture.

"Instability in Islamic States - from Afghanistan and Iraq to Sudan and Somalia - carries profound implications for international peace and security,"he said. “The OIC, as a leading multilateral institution, is well placed to play a leading role in addressing all these challenges,” said Ban. “I would especially like to commend the excellent cooperation between the Untied Nations and the OIC.” The Secretary-General said engagement between the two on matters of peace and security “holds tremendous promise,” while joint UN-OIC economic, cultural and social projects are “already yielding significant dividends” in a number of countries. “I look forward to strengthening these ties even further in the months and years to come,” Ban said in the statement, which was delivered by his Special Adviser on the International Compact with Iraq and Other Political Issues, Ibrahim Gambari.

SOMALIA PEACE TALKS TO INCLUDE ISLAMISTS

Reconciliation talks in Somalia next month will include Islamists, the Somali president said. Officials said the number of participants would be reduced, citing “insufficient funding.” The president would allow members of the ousted Islamic movement in Somalia to participate in the conference, as long as they were selected by their clans and they renounced violence, AP quoted Italian Deputy Foreign Affairs Minister Patrizia Sentinelli as saying, following a visit to the country. Somalia is hoping the conference will bring an end to 16 years of violence.

The Somali government has refrained from inviting Islamists to reconciliation talks in the past. Government forces, with backing from Ethiopian troops, ousted the Islamists from the capital and other strongholds in January. The Islamists had taken control of large parts of the country several months earlier. However, some of the Islamists have regrouped and violence has worsened over the past few months.

More than 1,600 people were killed during March and April and hundreds of thousands have fled the capital in search of a safe haven. ‘Ali Mahdi Muhammad, whom the government appointed to chair the reconciliation talks, said a 29-people committee would be sent across the country’s various provinces to invite participants. Traditional Somali tribal leaders and elders would be independent to choose the envoys taking part in the conference, he said. More than 1,300 people are expected to attend the talks in the Somali capital Mogadishu in mid-June.

A Sermon for the West

On October 22, 2002, Oriana Fallaci addressed an audience at the American Enterprise Institute. Following are short excerpts from her talk. Ms. Fallaci, a native of Florence, Italy and a life-long journalist, caused turmoil across Europe with the publication of her book The Rage and the Pride, calling the West to stand up to the Islamic world.

I don't hide. I never have. I stay at home because I like to stay at home, and at home I work. I have not appeared in public for at least ten years. No interviews, no TV.

Why am I here, then? Because, since September 11, we are at war. Because the front line of that war is here, in America. Because when I was a war correspondent, I liked to be on the front line. And this time, in this war, I do not feel as a war correspondent. I feel as a soldier. The duty of a soldier is to fight. And to fight this war, I deploy a personal weapon. It is not a gun. It?s a small book, The Rage and The Pride.

My soldier weapon is the weapon of truth. The truth that begins with the truth I maintain in these pages:

From Afghanistan to Sudan, from Palestine to Pakistan, from Malaysia to Iran, from Egypt to Iraq, from Algeria to Senegal, from Syria to Kenya, from Libya to Chad, from Lebanon to Morocco, from Indonesia to Yemen, from Saudi Arabia to Somalia, the hate for the West swells like a fire fed by the wind. And the followers of Islamic fundamentalism multiply like a protozoa of a cell which splits to become two cells then four then eight then sixteen then thirty-two to infinity. Those who are not aware of it only have to look at the images that the TV brings us every day. The multitudes that impregnate the streets of Islamabad, the squares of Nairobi, the mosques of Tehran. The ferocious faces, the threatening fists. The fires that burn the American flag and the photos of Bush.

The clash between us and them is not a military clash. Oh, no. It is a cultural one, a religious one. And our military victories do not solve the offensive of Islamic terrorism. On the contrary, they encourage it. They exacerbate it, they multiply it. The worst is still to come.

President Bush has said, We refuse to live in fear.

Beautiful sentence, very beautiful. I loved it! But inexact, Mr. President, because the West does live in fear. People are afraid to speak against the Islamic world. Afraid to offend, and to be punished for offending, the sons of Allah. You can insult the Christians, the Buddhists, the Hindus, the Jews. You can slander the Catholics, you can spit on the Madonna and Jesus Christ. But, woe betide the citizen who pronounces a word against the Islamic religion.

My small book is not tender with Islam. In certain passages, it is even ferocious. But it is much more ferocious with us: with us Italians, us Europeans, us Americans.

I call my book a sermon addressed to the Italians, to the Europeans, the Westerners. And along with the rage, this sermon unchains the pride for their culture, my culture. That culture that in spite of its mistakes, its faults, even monstrosities, has given so much to the world. It has moved us from the tents of the deserts and the huts of the woods to the dignity of civilization. It has given us the concept of beauty, of morals, of freedom, of equality. It has made the unique conquest in the social field, in the realm of science. It has wiped out diseases. It has invented all the tools that make life easier and more intelligent, those tools that our enemy can also use, for instance, to kill us. It has brought us to the moon and to Mars, and this cannot be said of the other culture. A culture, which has produced and produces only religion, which in every sense imprisons women inside the burkah or the chador, which is never accompanied by a drop of freedom, a drop of democracy, which subjugates its people under theocratical, oppressive regimes.

Socrates and Aristotle and Heraclitus were not mullahs. Jesus Christ, neither. Leonardo da Vinci and Michaelangelo, and Galileo, and Copernicus, and Newton and Pasteur and Einstein, the same.

My book is also a j'accuse. To accuse us of cowardice, hypocrisy, demagogy, laziness, moral misery, and of all that comes with that. The stupidity of the unbearable fad of political correctness, for instance. The paucity of our schools, our universities, our young people, people who often don?t even know the story of their country, the names Jefferson, Franklin, Robespierre, Napoleon, Garibaldi. And no understanding that freedom cannot exist without discipline, self-discipline.

I accuse ourselves also of another crime: the loss of passion. Haven?t you understood what drives our enemies? What permits them to fight this war against us? The passion! They have passion! They have so much passion that they can die for it!

Their leaders, too, of course. I met Khomeini. I discussed with him for more than six hours in calm, and I tell you that that man was a man of passion. I never met bin Laden. But I have well observed his eyes. I have well listened to his voice. And I tell you that that man is a man of passion. We have lost passion.

Well, I have not. I boil with passion. I, too, am ready to die for passion. But around me, I see no passion. Even those who hate me and attack me and insult me do this without passion. They are mollusks, not men and women. And a civilization, a culture, cannot survive without passion, cannot be saved without passion. If the West does not wake up, if we do not refind passion, we are lost.

To quote from my book:

The problem is that the solution does not depend upon the death of Osama bin Laden. Because the Osama bin Ladens are too many, by now: as cloned as the sheep of our research laboratories. In fact, the best trained and the more intelligent do not stay in the Muslim countries... They stay in our own countries, in our cities, our universities, our business companies. They have excellent bonds with our churches, our banks, our televisions, our radios, our newspapers, our publishers, our academic organizations, our unions, our political parties. Worse, they live in the heart of a society that hosts them without questioning their differences, with- out checking their bad intentions, without penalizing their sullen fanaticism.

If we continue to stay inert, they will become always more and more. They will demand always more and more, they will vex and boss us always more and more. Till the point of subduing us. Therefore, dealing with them is impossible. Attempting a dialogue, unthinkable. Showing indulgence, suicidal. And he or she who believes the contrary is a fool?

GENERAL ASSEMBLY DEBATE ON ‘CIVILIZATIONS AND THE CHALLENGE FOR PEACE’ CONCLUDES; ASSEMBLY PRESIDENT SAYS DIALOGUE ‘GATEWAY TO CHANGE’

Other panellists this afternoon included author on religion and television broadcaster, Karen Armstrong, and the Secretary-General of the League of Arab States, Amre Moussa. Ms. Armstrong said that the world needed to listen to the underlying text put forth by religious extremists, which, once decoded, would shed light on any anxieties they might carry. A new kind of religious discourse was needed, based on compassion and the golden rule: Do unto others what you would have done unto you?

It would enable a dialogue between peoples, in which parties did not simply impose their points of view on one another, but had a willingness to be transformed. That was a necessity in a globalized world, where events in Iraq, Gaza and Afghanistan had repercussion as far away as London, New York and Washington, D.C. Indeed, religion was at the heart of various great world traditions and should not be ignored.

Mr. Moussa proposed that the meeting recommend to the Security Council that it deal with the clash of civilizations, which he saw as a struggle between the West and Islam. He said it was his belief that the conflict had its roots in politics.

KAREN ARMSTRONG, author and television broadcaster, argued that the level of violence seen in the world was not caused by religion, but was rather the result of an uneven distribution of power in the world, which, in turn, was spurred by ongoing rumblings of unresolved conflict.

Indeed, most world religions had begun as a recoil from the chauvinistic conviction that our way of life was more valuable than anybody else's. But, today's political horrors had given rise to expressions of discontent through religion. For instance, she observed that the three major religions -- Judaism, Christianity and Islam -- were rooted in a dread of annihilation.

For example, it was a common view of Protestant Christians that the liberal society wanted to wipe them out? or, in the case of Islam, that western mores were a lethal assault on Islamic societies. When attacked, such people became ever more extreme."

In the ensuing discussion, Jorge Sampaio, the Secretary-General's High Representative of the Alliance of Civilizations, urged the world to challenge the idea that civilizations were doomed to confrontation and war. He was currently developing an action-oriented strategy to promote better understanding and interaction in the world of politics and religion, and to ensure that such understanding was reflected in global diplomatic efforts and political decisions.

Cross-cultural dialogue was essential, yet insufficient as a means to cement an alliance between civilizations; political action was required to break the cycle of misunderstanding. Participants also stressed the need to resist the use of religion for political purposes, and urged one another to remember that injustice was at the root of most conflicts and not religious differences. One delegate suggested that the growing North-South divide was the real problem, as opposed to a gap between civilizations, requiring a rebalancing of power within the United Nations itself.

Nevertheless, many people agreed that religion was a serious factor in most of the world?s current problems, and that some form of synchronization was needed among the different religious groups. A few delegates echoed Mr. Moussas suggestion that the Security Council take up the question of clashes between major civilizations, with some saying that the Security Council needed to be enlarged to reflect current realities, rather than remain stuck in the past.

But one delegate cautioned against an encroachment by the Security Council on the General Assemblys terrain, saying that some issues --such as global warming, human rights, and indeed, the clash of civilizations -- needed to remain in the most democratic organ of the United Nations, which was felt to be the General Assembly. Spain's representative said his country would host the first world forum on the alliance of civilizations before the years end.

Former Portuguese President Chosen as UN Envoy to Alliance of Civilizations

Secretary-General Ban Ki-moon today appointed the former Portuguese president Jorge Sampaio as the first United Nations High Representative for the Alliance of Civilizations, the international initiative set up in 2005 to promote reconciliation between religions, cultures and nations.

Mr. Ban designated Mr. Sampaio in the post after consulting with Spain and Turkey, the co-sponsors of the Alliance, which was created to try to tackle fear and suspicion, bridge divides and overcome prejudices and polarizations between Islam and the West. "The High Representative will provide the vision and leadership required, especially to promote the Alliance of Civilizations as a credible and viable attempt to diminish the dangerous tensions between diverse societies and their threat to international stability," Mr. Ban's spokesperson Michele Montas told reporters.

Last year the Alliance's High-Level Group issued a report calling for a series of measures in education, media, youth and migration to build bridges between different communities and promote a culture of respect. It also recommended the creation of a High Representative post to assist the Secretary-General to try to defuse crises that arise at the intersection of culture and politics, along with measures aimed at restarting the Middle East peace process and encouraging political pluralism in Muslim countries.

Spain and Turkey set up the Alliance amid concern that events in recent years have exacerbated mutual suspicions, fears and misunderstandings between Islamic and Western societies, and that a new global effort is necessary to overcome those divisions. Mr. Sampaio, 67, served as Portuguese president from March 1996 to March 2006. He served also as former UN Secretary-General Kofi Annan's Special Envoy to Stop Tuberculosis (TB). Mr. Sampaio previously held numerous public offices, including Mayor of Lisbon in 1989, Member of Parliament and member of the European Human Rights Commission of the Council of Europe.

Jordan's king warned visiting U.S. Vice President Dick Cheney Monday that time was running out to use an Arab peace plan to resolve the Israeli-Palestinian conflict, according to a royal palace statement. King Abdullah II, a moderate Arab leader and a key U.S. ally, also called for a diplomatic solution to Iran's nuclear standoff with the West, the statement said. "Jordan stands in support of a peaceful resolution to the issue of Iran's nuclear capabilities that would spare the region further tensions," Abdullah told Cheney in a closed-door meeting at the king's beachside residence in the Red Sea resort of Aqaba.

Abdullah said the Arab peace initiative, which was first launched in 2002 and revived at an Arab summit earlier this year, "still represented an opportunity to advance peace and end the Arab-Israeli conflict." "Time is not on anyone's side," Abdullah warned. He did not elaborate, but he has previously said that the absence of peacemaking is increasing the popularity of extremists across the Muslim world. The Palestinians have embraced the Arab plan, which calls for full peace with all Arab nations if Israel withdraws from territories captured in the 1967 Middle East War and agrees to the creation of a Palestinian state. It also calls for a "just solution" to the issue of Palestinian refugees. Israel and the United States have said the plan could be a basis for reviving the peace process. But Israel has expressed reservations over many of its provisions, including the call to solve the Palestinian refugee issue. The king suggested to Cheney that there was a need to "set a time frame to establish tangible results on the ground" related to Israeli-Palestinian peacemaking.

Abdullah also emphasized that the United States "plays a key role in helping the Palestinians and Israelis return to the negotiating table to reach a final settlement to the Palestinian issue." Cheney's visit to Jordan is part of a regional tour that has taken him to Iraq, Egypt, Saudi Arabia and the United Arab Emirates. The vice president is trying to build support for efforts to ease tensions in Iraq, end sectarian violence and encourage national reconciliation between disputing Iraqi factions. Abdullah reiterated the importance of "achieving national reconciliation and including all segments of Iraqi society in Iraq's political process" -- a reference to minority Sunnis, who complain they are being sidelined by their Shiite-dominated government. The king said "reinforcing security and establishing stability in Iraq is in the interest of the country as well as a key Jordanian interest." Jordan has complained that terrorists affiliated with al-Qaida in Iraq are infiltrating the Iraqi-Jordanian border to carry out terror attacks in the country. In November 2005, al-Qaida in Iraq claimed responsibility for Amman's triple hotel blasts, which killed 63 people, including three Iraqi suicide bombers.

Report: Jordan weighs RULING West Bank

Jordan has proposed taking the West Bank under its jurisdiction, an Israeli newspaper reported.

Citing diplomatic sources, Ma'ariv reported over the weekend that emissaries for King Abdullah suggested recently during visits to Jerusalem that Jordan and the Palestinian Authority in the West Bank be turned into a confederation under the Hashemite monarchy. In effect this would revive a deal struck in the 1980s between Abdullah's late father, King Hussein, and Israel's Shimon Peres.

According to Ma'ariv, the idea stirred mixed reactions in Israel, given fears that the step could worsen relations with Jordan. It also was unclear whether Palestinians would welcome what effectively would be a return to Jordanian rule, as was the case in the West Bank from 1948 to 1967. The Hashemites are the minority elite in Jordan, which was part of Ottoman and British Mandatory Palestine until 1922.

Saudi Arabia will issue new banknotes this week, which for the first time carry the image of Muslim holy sites in Jerusalem, in a move officials said reflects the kingdom’s concern for the Palestinian issue.

The new notes – the fifth currency to appear since the kingdom was founded in 1932 – show familiar images such as that of founder King Abdul Aziz Al Saud and Islamic holy sites in Mecca and Medina. But the 50 riyal note, which come into circulation on Monday, will show on one side the Al Aqsa Mosque in Jerusalem’s old city and the Dome of the Rock, an iconic early Islamic mosque, on the other side. The Aqsa Mosque is regarded as Islam’s third holiest shrine after the Grand Mosque in Mecca and the Masjid-e-Nabvi in Medina. Israel captured Arab East Jerusalem in the 1967 Middle East war and annexed it in a move unrecognised internationally.

Nuclear issue off limits in US-Iraq talks: Iran

Iran said on Sunday its nuclear standoff with the West will be strictly off the agenda when Iranian officials hold rare talks this month with US diplomats in Baghdad over Iraq.

"We do not want there to be any connection between the nuclear talks and the discussions on Iraq," foreign ministry spokesman Mohammad Ali Hosseini told reporters.

"If there is someone who wants to connect the nuclear issue with Iraq then this is something that we do not want," he added.

US and Iranian envoys are to meet in Baghdad on May 28 for talks on Iraqi security, three days ahead of the latest encounter between Iran's nuclear negotiator Ali Larijani and EU foreign policy chief Javier Solana to break the deadlock in the nuclear crisis.

Iran's leaders have repeatedly said they are ready for full negotiations with the United States, but only if Washington changes its position towards the Islamic republic which it accuses of sponsoring terrorism.

"As we have said, we will not have negotiations with the United States unless they rectify their position," said Hosseini.

He declined to say whether the May 28 meeting on Iraq would be followed by other encounters. "Let the first session convene, do not make speculation and we will see what happens."

Iran's supreme leader Ayatollah Ali Khamenei said last week that Iran would use the talks with US diplomats over Iraq to remind Washington of its "occupiers' duty" in the conflict-torn country. A top Iranian national security official said on Sunday that Iran would be asking Washington for a clear timetable for a full handover of security power to the Iraqi government and a pullout of US troops. "During these talks we will ask the United States to impose security in Iraq and restore power to the Iraqi authorities in line with a clear calendar," said deputy head of the national security council Abdolreza Rahmani Fazli.

"We will also ask the Americans to give a date for the pullout of their troops," he added, according to the ISNA agency. The United States accuses Iran of seeking nuclear weapons and wants Tehran to freeze sensitive uranium enrichment operations immediately. Iran says its atomic drive is peaceful and that it has every right to the full fuel cycle.

US-Iran relations have been frozen since 1980 after radical students stormed the American embassy in Tehran in the wake of the country's Islamic revolution and held its diplomats hostage for 444 days.

Iraqi VP blasts US-Iran talks

SOUTHERN SHUNEH, Jordan - Iraq ‘s Sunni vice president spoke out Sunday against the upcoming U.S.- Iran talks on the situation in his country, saying the dialogue was "damaging to Iraq‘s sovereignty." "It‘s not good to encourage anybody to talk on behalf of the Iraqi people on their internal and national affairs," al-Hashemi told reporters on the last day of an international conference held by the Geneva-based World Economic Forum .

"This is really damaging to Iraq‘s sovereignty," he said.

Both Iranian and American officials have said that the May 28 talks between the two countries‘ ambassadors will be limited to the security situation in Baghdad and will not delve into the diplomatic deadlock over Iran‘s nuclear program. Iran and the U.S. have not had public bilateral meetings since Washington broke off relations with Tehran over the 1979 hostage crisis. Previous encounters have been at multilateral gatherings.

The two countries held talks under U.N. auspices between 2001 and 2003 regarding Afghanistan . The three-day World Economic Forum brought together some 1,000 businessmen and politicians who focused on ways to end the Israeli-Palestinian conflict. On Saturday, the head of the Iranian delegation, Foreign Minister Manouchehr Mottaki, found himself staunchly defending his country and lashing out at its enemies — the United States and Israel — saying they were the real cause behind the Mideast‘s conflicts. He said Iran planned to tell the United States during the upcoming Baghdad meeting that its policies in Iraq were "wrong" and have led to failure.

Chief Rabbinate Finalizes Ban on Christian Women's Conference

The Chief Rabbinate of Israel, after hearing more testimony, reiterated its ban on Jewish participation in the Christian-sponsored conferences in Jerusalem this week.

The rabbinate's Committee to Stop Missionary Dissemination met for a second time on Thursday, this time with MK Benny Elon, the Chairman of the Knesset Christian Allies Caucus. Though Elon demonstrated his opposition to working with missionaries and the care his groups take to ensure that no missionary work is tolerated, the rabbis reaffirmed the previous ban.

The committee's first decision was a unanimous vote, agreed upon by Rabbis Simcha Kook (Chief Rabbi of Rechovot), Yitzchak Peretz (Raanana) and Yehuda Deri (Be'er Sheva). At the second vote, however, Rabbi Deri was not present, and Haifa's Chief Rabbi She'ar-Yashuv Cohen, who replaced him, voted against the decision.

Also participating in the meeting were Jerusalem Councilwoman Mina Fenton (NRP), a long-time activist against missionary activity, and Ze'ev Shtieglitz of the Netanya-based Lev L'Achim anti-missionary organization.

Carter Extends Baptist Push to Southern Baptists, Republicans

The new push by former president Jimmy Carter to unite Baptists from around the North American continent has added three prominent Republicans to its list of participants.

After allegations that "The Celebration of a New Baptist Covenant" – an initiative to counter the "negative" Baptist image and demonstrate Baptist unity through compassion works – was a political move considering a January 2008 convocation date and the enlisting of former president Bill Clinton, Carter announced Thursday the inclusion of Republican Baptists in the speaker line-up.

Republican presidential candidate Mike Huckabee, South Carolina Sen. Lindsay Graham and Iowa Sen. Charles Grassley have been invited to the Jan. 30 - Feb. 1 convocation and are expected to attend.

Also invited to take part are some of the Southern Baptist Convention's well-known bloggers. While the new initiative mainly involves Baptists from the North American Baptist Fellowship, Carter has also left the door open to Southern Baptists to join the effort. Although Southern Baptist leaders were not formally invited, Carter said he wants to bring together "as many Baptists as possible" to accomplish the mission of Jesus, the Associated Baptist Press reported.

"It was reiterated to us time and time again that the meeting was about the gospel – not politics – and Baptists from every political background and ethnicity were being invited," wrote Southern Baptist pastor Wade Burleson of Emmanuel Baptist Church in Enid, Okla., on his blog.
