Israel's move to hand over security in four key West Bank cities to Palestinian forces is a major step forward for a U.S. training program that has become a vital element in President Barack Obama's drive to revive the Middle East peace process. The program is headed Lt. Gen. Keith W. Dayton of the U.S. Army, a veteran of the Iraq War. Since he started his mission three years ago, he has been credited with rebuilding the Palestinian security forces that were devastated by the Israelis after the intifada, or uprising, began in September 2000.

That left the West Bank in chaos and prey to criminal gangs that became a law unto themselves. In June 2007, Hamas seized control of the Gaza Strip from the Palestinian Authority, and challenged the dominance of the mainstream Fatah movement. The Americans reason that helping the Fatah-controlled Palestinian Authority regain control of security in the West Bank is a precondition for progress toward stability and resolution of the 60-year-old conflict with Israel. Regaining security control is seen as a major step in the tortuous process of establishing an independent Palestinian state.

"These guys now feel like they're on a winning team, they're building a Palestinian state," Dayton said in February.

He said before the General Assembly that “America does not accept the legitimacy of continued Israeli settlements”, and that the time had come to return to “negotiations – without preconditions – that address the permanent-status issues: security for Israelis and Palestinians; borders, refugees and Jerusalem”, asserting the establishment of a Palestinian state “that ends the occupation that began in 1967, and realizes the potential of the Palestinian people” alongside “a Jewish State of Israel, with true security”. He demanded that “Israel respect the legitimate claims and rights of the Palestinians” and that the Palestinians cease their “vitriolic attacks” against the Israelis and “recognize Israel’s legitimacy, and its right to exist in peace and security”.

Ban highlights collaboration between UN and Islamic bloc
The United Nations and the Organization of the Islamic Conference (OIC) share the common goals of peace, security and global harmony, Secretary-General Ban Ki-moon said today, highlighting joint efforts in a range of hotspots around the world. At the OIC’s annual coordination meeting in New York, Mr. Ban congratulated the group – the collective voice of the Muslim world, representing one fifth of humanity – on its 40th anniversary.

“I deeply appreciate your collaboration with the United Nations and look forward to working more closely together in addressing the threats and challenges of our times,” he said in a message delivered by Shaaban Shaaban, Under-Secretary-General for General Assembly Affairs and Conference Management. He noted that the partnership between the UN and the OIC includes collaboration on preventive diplomacy and peace-building in Asia and Africa, whether it is cooperating on Iraqi elections or promoting efforts to resolve the Arab-Israeli conflict.

Mr. Ban said he looked forward to further collaboration in Somalia, and urged the OIC to contribute the much-needed financial support to enable the Transitional Federal Government to expand its territorial control, maintain law and order, build institutions and deliver peace dividends. “Human security is not restricted to resolving political disputes such as these,” he noted. “We must promote human rights and good governance. “We must fight discrimination of any sort, including Islamophobia. We must fight faith-based violence, and foster tolerance, dialogue and mutual respect, as the UN Alliance of Civilizations initiative is doing,” he added.

PITTSBURGH -- A new world order is emerging at the G-20 Summit in Pittsburgh with a decision by the group to become the premier coordinating body on economic issues. A joint communique was expected to show that emerging countries like China and India will be given more of a voice in how the global economy is run.

G-20 leaders were also pledging to leave in place for now emergency measures taken last spring that have brought signs of global economic recovery, and to act as one to prevent a repeat of the financial meltdown. A copy of the draft document, which was obtained by Reuters, said in part: "We pledge to avoid destabilizing booms and busts in asset and credit prices and adopt macro-economic policies, consistent with price stability that will promote adequate and balanced global demand."

The draft also contains a promise to "make decisive progress on structural reforms that foster private demand and strengthen long-run growth potential." Briefing reporters, U.S. Treasury Secretary Timothy Geithner said the group would not leave the status quo unchanged.

"We are not going to walk away from the greatest economic crisis since the Great Depression and leave unchanged and leave in place the tragic vulnerabilities that caused this crisis," Geithner said. "And we have worked very hard at a very early stage in this process, in this administration, to build consensus on a very strong set of international standards for reform."

Speaking at San Francisco’s Commonwealth Club September 15, Director of National Intelligence Admiral Dennis C. Blair, disclosed that the current annual budget for the 16 agency U.S. “Intelligence Community” (IC) clocks-in at $75 billion and employs some 200,000 operatives world-wide, including private contractors.

In unveiling an unclassified version of the National Intelligence Strategy (NIS), Blair asserts he is seeking to break down “this old distinction between military and nonmilitary intelligence,” stating that the “traditional fault line” separating secretive military programs from overall intelligence activities “is no longer relevant.”

Telco Spy Immunity Up for Grabs
Lawmakers are considering key changes to the Patriot Act and other spy laws – proposals that could give new life to lawsuits accusing the nation’s telecommunications companies of turning over Americans’ electronic communications to the government without warrants.

President Barack Obama supported that telco-immunity legislation as an Illinois senator last year. President George W. Bush signed the bill, and a federal judge this summer dismissed the closely watched telecom lawsuits brought by the Electronic Frontier Foundation.

On Oct. 1, the Senate Judiciary Committee likely will consider revoking that immunity legislation as it works to revise the Patriot Act and other spy laws with radical changes that provide for more government transparency and more privacy protections.

The proposed changes to reduce executive branch power come from senators of Obama’s own party. The proposals represent a test of the government’s stated willingness to negotiate a new Patriot Act as three key provisions are set to expire by year’s end.

FBI Data Mining And Collection Programs Threaten Privacy Of Innocent Americans
The FBI and its National Security Branch Analysis Center (NSAC) have collected 1.5 billion records from public and private sources for a massive data mining operation, according to documents recently obtained by Wired magazine. The records collected by the FBI include financial records from corporate databases, such as hotel and rental car company transactions; millions of “suspicious activity reports” from financial institutions; millions of records from commercial data aggregators; a multitude of law enforcement and non-law enforcement government databases; and public information gleaned from telephone books and news articles. The NSAC records include the FBI’s Investigative Data Warehouse, which was identified in a 2007 Department of Justice Inspector General report as the database storing information collected by the FBI through the use of National Security Letters (NSLs).
“Once again, the FBI has been found to be using invasive ‘counterterrorism’ tools to collect personal information about innocent Americans,” said Michael Macleod-Ball, Acting Director of the ACLU Washington Legislative Office. “It also appears that the FBI has continued its habit of gathering bulk amounts of personal information with little or no oversight.”

Obama ignored some brutal history with his missile call

When it came to acting on behalf of peace in the 21st century, the Obama administration weighed “sphere of influence” against “sphere of security” and came down solidly on the side of the Russian czars.

I am referring to the administration's refusal to deploy long-range defensive ground-based interceptor (GBI) missiles in Poland. For an administration that insistently congratulates itself on “smart diplomacy,” this is a shortsighted decision that sets back 21st century collective defense (sphere of security) at least five critical years and likely longer.

Moreover, President Barack Obama's personal announcement of the policy decision was disastrously timed, an utter tin ear to grand history. Just three weeks ago, on Sept. 1, Poland's president Lech Kaczynski demanded an apology from Russia for the “stab in the back” that occurred Sept. 17, 1939, when Russian tanks invaded eastern Poland and began linking up with Nazi panzers attacking from the west.

On Sept. 17, 2009, free Poland (liberated 20 years ago from the dungeon of Kremlin tyranny) took another knife, as the Obama administration dumped the GBI deployment in favor of pursuing its befogged “reset” of relations with Vladimir Putin's Russia. Little wonder Poles have dissed the decision. The White House decision also damaged relations with the Czech Republic, which had agreed to host an anti-ballistic missile (ABM) radar as part of the defensive system. Recall in 1938 in Munich, the West sold out Czechoslovakia in an attempt to “reset” diplomacy with Adolf Hitler.

If you think the Poles and Czechs are overreacting, then you might brush up on World War II's effects on their nations and their extended prison term in the Kremlin's “sphere of influence” that followed it known as the Cold War.

Archaeological Find: Egyptian Coins Bearing Name/Image of Joseph

According to the report in the Egyptian daily Al-Ahram, by Wajih Al-Saqqar, archeologists have discovered ancient Egyptian coins bearing the name and image of the Biblical Joseph.

“The researchers discovered the coins when they sifted through thousands of small archeological artifacts stored in [the vaults of] the Museum of Egypt. [Initially] they took them for charms, but a thorough examination revealed that the coins bore the year in which they were minted and their value, or effigies of the pharaohs [who ruled] at the time of their minting. Some of the coins are from the time when Joseph lived in Egypt, and bear his name and portrait.
