Russia starts construction of oil pipeline to ChinaThe first Russia-U.S. talks on a new strategic arms reduction deal to replace the START treaty, which expires in December, were very productive, a deputy Russian foreign minister said Monday.
The negotiations were held on Friday in Rome.
"The meeting of experts in Rome was very productive, and we expect the continuation of these talks in the very near future," Sergei Ryabkov said.
The Strategic Arms Reductions Treaty (START 1), signed in 1991, obliges Russia and the United States to reduce nuclear warheads to 6,000 and their delivery vehicles to 1,600 each. The treaty expires on December 5 this year.
Russian President Dmitry Medvedev said in Helsinki last week that any new deal to replace START 1 must also cover delivery systems.

The MTCR was originally established in 1987 by Canada, France, Germany, Italy, Japan, the United Kingdom and the United States. Since that time, the number of MTCR partners has increased to a total of thirty-four countries, all of which have equal standing within the Regime.
The MTCR was initiated partly in response to the increasing proliferation of weapons of mass destruction (WMD), i.e., nuclear, chemical and biological weapons. The risk of proliferation of WMD is well recognized as a threat to international peace and security, including by the UN Security Council in its Summit Meeting Declaration of January 31, 1992. While concern has traditionally focussed on state proliferators, after the tragic events of 11 September 2001, it became evident that more also has to be done to decrease the risk of WMD delivery systems falling into the hands of terrorist groups and individuals. One way to counter this threat is to maintain vigilance over the transfer of missile equipment, material, and related technologies usable for systems capable of delivering WMD.
The MTCR rests on adherence to common export policy guidelines (the MTCR Guidelines) applied to an integral common list of controlled items (the MTCR Equipment, Software and Technology Annex). All MTCR decisions are taken by consensus, and MTCR partners regularly exchange information about relevant national export licensing issues.
National export licensing measures on these technologies make the task of countries seeking to achieve capability to acquire and produce unmanned means of WMD delivery much more difficult. As a result, many countries, including all MTCR partners, have chosen voluntarily to introduce export licensing measures on rocket and other unmanned air vehicle delivery systems or related equipment, material and technology.

Given all the hoopla and high expectations surrounding the new president, it's easy to overlook how he has shifted since the election in both tone and substance. As we approach the 100-day mark of his presidency, Barack Obama has broken or bent many tenets of his campaign, including promises on war, spending and good government.Oy, the Hopium seems to be wearing off.....
In terms of tone, Obama promised to be a hope-filled change agent who could fix our politics and "heal a nation." He would do it by refusing to appoint lobbyists to his administration, increasing transparency in government, and forging new bipartisan consensus. His campaign promised to strengthen government checks and balances by limiting the use of presidential signing statements, mandating public review of legislation, and vetoing wasteful congressional earmarks.
Yet none of those promises survived his first 100 days. Even before he was sworn in, Obama picked several lobbyists for top administration jobs, including major cabinet deputy secretaries. When challenged to explain and produce the waivers that permitted those nominations, the administration dragged its feet, bending only after embarrassing questions from the White House press corps.
The promise-breaking did not stop with the inauguration. Soon after he was sworn in, the president signed an earmark-laden spending bill with virtually no bipartisan support or public review - and then promptly issued a signing statement.

In Switzerland, a parcel containing cultures of the swine flu virus H1N1 has exploded in a train. The cultures were intended for a research centre in Geneva. They are not related to the mutation of the virus that has recently claimed the lives of 150 people in Mexico. Although two people in the train were slightly injured in the explosion, the Swiss authorities say there is no danger of infection.GOD's a funny guy.
The cultures had been packed in dry ice to keep them cold. Investigators believe the explosion was caused by excessive pressure in the parcel.
