For many years people in the know have talked about Jesse Jackson's lucrative ability to get large donations for various corporations and other entities to his favorite causes. Jesse has long been considered a huge "rainmaker" in that he can get rain (money) to seeming fall out of the clear blue sky for the causes of his choice.


The long and the short of it is many such business entities have long ago learned that unless they write a fairly tasty check to Jesse's bidding, they somehow get labeled "racist" in public and then life gets very hard to live.


Fannie Mae and Freddy Mac are no exception, as the article shows. It's like paying protection money to the mob, a cost of business, only the mob is a little more honest about it.


Congress is close to a deal on supporting Fannie Mae and Freddy Mac.


"WASHINGTON (MarketWatch) -- In an wide-ranging response to the housing crisis, House lawmakers are preparing to vote Wednesday on a sweeping package to assist homeowners and prop up government sponsored mortgage buyers Fannie Mae and Freddie Mac.


Lawmakers have been working for months on a massive housing bill that's been given new urgency by the Bush administration's plan to backstop Fannie and Freddie, which have seen the values of their shares sink over concerns about their capital levels.


The House appears set to approve the housing bill and plan for Fannie and Freddie later Wednesday, with Senate approval later in the week. Shares of Fannie Mae and Freddie Mac were up Wednesday morning on news that approval for the bill was nearing."

This should put a "floor" in the market. One other thing to bear in mind is that the financial numbers have been negative for a while. Eventually you have positive numbers just because even a little improvement looks good by comparison. As the results start turning around, beware of over reacting to the positive news, just as some have over reacted to negative news.


Also, get ready for Obama to start taking credit for any improvement in the markets, claiming that the market is anticipating him winning in the fall. Clinton pulled this same con-game in 1992 with the help of the MSM.

As we have stood for His Will and His Kingdom in a state of universal compromise, darkness, and deception, so He will stand with us in our state of temptation, testing, and trial. Towards what end? I'm on the mailing list for a left-wing liberation theology newspaper. Anyway, they have an occasional series by someone who goes by the handle "Eduard-the-Agitator" on MLK Jr. In the greater scheme of things, he's not very important, and his influence is very thin. He probably generates more hate-mail than any other standard contributor, in part on account of his unabashed hatred of whites and Catholics. Still, his rantings are instructive of some of the political attitudes which seem to be moving towards the mainstream.


From the latest installment:



"Though Black and abused, Martin Luther King Jr. believed in America. The stated aim and purpose of his Southern Christian Leadership Conference was 'to redeem the soul of America.' Why else would he weep in Marks, Mississippi? And make plans with Marian Wright Edelman to shut down DC with a million poor people, all colors, all ages, with the unifying power of poor people who are ready to ACT for justice?


Yes, he learned from Malcolm X and Mayor Richard Daley that the American Dream dripped with the blood of Black and poor people. He woke up, and looking out the winder from in his Vine City neighborhood, he saw the nightmare. He was unable to go back to sleep. We killed him.


"'Everybody makes mistakes," Big Birds and Cookie Monsters have taught us on 'Sesame Street.' That is all that remains of the wisdom of the ages regarding the 'tragic dimension' of our shared human condition. 'I don't do the good I want to do; instead, I do the evil that I do not want to do.' "We have now moved in this country from democracy to plutocracy, from levels of caring and organizing for justice to greed and apathy. It is very easy to judge our leaders of the optimistic past, Blacks, women and whites of the past, who have placed too much emphasis on the vote. The vote is not strong enough to carry the weight of the demand for more justice. Electoral politics is not able to provide the depth of love that is required for the peace and compassion that underlie the pursuit of equality and justice for all. White racism is too racist, sexism and pornography are too explicit, war is too profitable, greed is too convenient and titillating fo the vote to contest."

"Dr. King made a big mistake. We all do. We must vote. ... But voting is not enough. 'The opiate of the middle class,' Dorothy Day liked to call it. We must go to the streets; we must stop the war by disrupting the military bases and recruitment centers; we must stop the death penalty by stopping the traffic on the night of a Braves game. We must disobey our government."


Ok..... So what to make of this?


Eduard-the-Agitator is only too clear on what Dr. King's "mistake was." Dr. King believed in America. That was, as he says at one point "an illusion." America is racism, sexism, and blood-stained militarism. And who is at fault for all the sins of America? White men, obviously. Now one could agree with the Agitator that the vote is not a panacea for all social problems; one would be a fool to believe that.


But he still believes that the state SHOULD provide the solutions to social problems, primarily through the redistribution of wealth and the punishment of "racists" and those who "oppress" the "poor." And since the American government has not only failed to do this but has become more oppressive (in part, it would seem, on account of the greed and "whiteness" of the Founding Fathers), revolutionary action and massive disobedience is the only solution. To quote the Agitator person, we need the "unifying power" of those who "are ready to ACT for justice."


Hmmm.


What sort of political system do you have in mind, Mr. Agitator?


Hannah Arendt noted long ago that "self-centered bitterness" was one of the attitudes which had gripped intellectual in the West, and in Europe particularly, at the beginning of the twentieth century. With this kind of narcissistic undirected anger came a variety of ritualistic self-loathing, characterized by a complete abandonment of the notion of self-interest. This, in turn, went hand in hand with a loss of the instinct for self-preservation.


Here we are not talking about "self-lessness" in the sense of altruism or charity, but rather self-negation which, taken to its logical extent made the preservation of one's own life -- not to mention that of others -- pointless. This attitude, once it had entered into the collective consciousness had disastrous effects. And the fashionable nihilism and "revolutionary" posturing of the intellectuals and cultural elites had "prepared certain politically conscious and over conscious sections of the Western educated world for the emergence of demagogues, for gullibility, superstition, and brutality ... [to] the radical loss of self-interest, the cynical or bored indifference in the face of death or other personal catastrophes, the passionate inclination toward the most abstract notions as guides for life, and the general contempt for even the most obvious rules of common sense."[Origins of Totalitarianism, pp. 315-316.]


Eduard the Agitator must be adjudged guilty on all counts. Self-interest -- whether that of the electorate or of individuals -- appears only as a negative value in his scheme. Self-interest is and can only be "selfishness" or "greed." There is no war that is good; conversely, there is no poor person who can be bad. Throughout his essays, it is clear that only white people can be racists; only rich white people can be greedy; only white men can be sexists.


And the virtue of Blacks, the poor, and the oppressed is that they exists not as individuals, but as part of a vaguely defined collective. That collective is virtuous by the purported lack of self-interest of its members. Indeed, Blacks, the poor, and the oppressed do not exist as individuals. The ones who do -- in this case Dr. King and current politicians in Atlanta, are singled out for criticism for looking out for themselves. For example, Andrew Young, former mayor of Atlanta is described has having been "transmogrified" from "civil rights advocate to pawn of the capitalist system, a tool in the toolbox to make Atlanta an elitist city of upper-class Blacks and whites together."


One wonders what is worse in the Agitator's mind -- that some Blacks have indeed risen into the ranks of the upper class (thereby losing at some level their "blackness") or that they are "together" with racist whites? Regardless, it becomes clear that the individual is only valued for his or her contribution to the collective. And the collective is by definition exclusionary. It is a "faithful remnant."


What is required to be a member then? Race? Perhaps not -- Andrew Young, current Atlanta mayor Shirley Franklin, and the Black members of the Atlanta city council don't count, despite being on the record for saying that anyone who votes for a Republican wants to bring back "dogs and fire hoses" and deny Blacks the right to vote. Class? He says "no" but the "poor" are a constant trope.


But then again, not all "poor" count.


No, those who count are those who are willing to ACT against the government.


So it is action and rejection of the whole of the American political system that is required. And the kinds of actions he advocates are nothing less than forms of mob violence. Moreover, in his comments about capital punishment -- a particular obsession of this publication -- he seems to assume that those who are imprisoned are not "criminals" but the oppressed poor. The police are "crackers" and executioners of poor Black people.


The paper as a whole tends to champion the cause of condemned criminals, to such an extent that one reader wrote a letter saying "I don't understand how Atlanta has 'betrayed' murderers, thieves and rapists ... how can you compare these people to Jesus?" But compare the Agitator and his companions do. The poor are inherently virtuous and "criminality" is merely resistance to oppression. I can think of no attitude that more conforms to Arendt's "general contempt for ... the most obvious rules of common sense."


Of course the poor need leaders. And Eduard the Agitator is certain that he is among them. He calls upon the poor to "turn their heads toward progressives, activists, artists, singer-songwriters [Ted Nugent? Would he count?] , poets, social gospelers and the marginalized." These will create "a nation of equality and justice for all in the human heart and amidst human history."


One has to wonder about a regime of beatniks and how they will change the heart of the nation AGAINST the tide of history. One must also wonder what place the rich white male type folks would have in the Agitator' new state or how they would fare in his revolutionary struggle. Would they be on the receiving end of the Agitator's "culture of love and human value"? I wouldn't bank on it. It is difficult for a committed Christian to read Eduard's rhetoric and not be moved. But that rhetoric -- even if he believes it -- is being turned towards a troubling end.


He elevates action over thought and glorifies the movement. Terms, groups, labels, all these things -- ordinarily static in the world of politics -- are fluid and without precise meaning. Black is not always black; poor is not always poor; equal is not always equal. All is in flux -- in particular the goals. He implies the need for a new form of government -- something that will solve the social problems that the "vote" has not repaired: that his indeed his primary point.


Yet aside from group action, he has little to say about what such a government is supposed to look like. We are to organize, protest, march, scream, carry signs, block traffic, keep ordinary folks from seeing a ballgame, but to no clearly defined end other than to further the "struggle for justice." Again, I am moved to quote Ms. Arendt: "Neither National Socialism nor Bolshevism has ever proclaimed a new form of government or asserted that its goals were reached with the seizure of power and the control of the state machinery. Their idea of domination was something that no state and no mere apparatus of violence can ever achieve, but only a movement that is constantly kept in motion: namely the permanent domination of each single individual in each and every sphere of life. ... The practical goal of the movement is to organize as many people as possible within its framework and to set and keep them in motion; a political goal that would constitute the end of the movement simply does not exist."[Origins of Totalitarianism, p. 326.]


There, in a nutshell, is the program of Eduard-the-Agitator. Of course he would probably be proud to be called a Bolshevik, all the while denying that the Russian Revolution, in its massacre of some 70 million people, represented the "true" goals of Marxism. He would blanch (or grey, depending on his race) at the comparison to the fascists because, as a committed man of the Left, he couldn't possibly be a fascist.


But his denials would be in vain -- his word indict him. What animates his agitation is the same spirit that guided the black shirts, the brown shirts, the reds, and any number of the mass movements which stood behind the Totalitarian tyrannies of the modern era. Negation of the individual; glorification of the group; celebration of action; denial of reason and common sense: these are his values.


What is more galling is that he covers his totalitarian urges with the Gospel. Jesus calls upon us to rise in revolt. And this same Jesus demands that the aims of this revolt be entirely earthly. I don't remember "take money from the rich and distribute among yourselves" as one of His commandments. Indeed, at the root of Eduard's Agitation lies the violation of several commandments, in particular those concerning covetousness, theft, and bearing false witness. Licentiousness, not freedom; satisfaction of material desires, not celebration of the gifts of the spirit, are what he preaches.



One cannot help but recall the demands of the Zealots and Jesus' rejection of their demands to lead an earthly revolution. In the end, however, one must give Eduard the Agitator credit for calling on people to vote nonetheless. And while he does believe we need a new political party to lead us to the Earthly Paradise, the land of designer sneakers and sandwiches for all, in the meantime we should stand behind one party: "It helps the poor to have Democrats in office." He concludes by asking who Dr. King would have us vote for. Since Gus Hall is dead, I guess that only leaves one guy on the current ticket.

This morning I ordered this book based on a conversation I had with poster "StrulZ"

Petre Tutea (1902-1991) was a Romanian philosopher, imprisoned and tortured by the communists. During his time in prison, he developed a theory of "spiritual stupidity" or "metaphysical autism" by observing those who tortured him. Homo sovieticus is one sub-type of what Tutea calls "homo stultus", the embodiment of spiritual stupidity and hatred of God, the opposite of homo religiosus. Homo stultus "in his spiritual stupidity applies the logic of facts to the domain of mystery, remaining captive in this world in which he acts mechanically, like a 'spinning top'. For those 'blundering about in this world', in Tutea's words, the world below becomes a substitute for the world above in which everything is revealed." (A. Popescu, pp. 119-120)

Gilder, EricPetre Tutea: Between Sacrifice and Suicide. By Alexandru Popescu. Burlington, Vt.: Ashgate Publishing Ltd., 2004. xxviii + 325 pp. $39.95 (paper), $130 (cloth).

Secular history has not been kind to the subject of this unique book, Petre Tutea (1902-1991), neither during his life nor in the larger annals of philosophical history. In life, he spent decades oppressed by communist authorities, spending years in Stalinist jails in his native Romania; in history, he has often been dismissed as a Socratic gadfly, known mainly as a minor member of philosopher Emil Cioran's early cosmopolitan circle. Although sympathetic to Marxism in his early days, by 1980 Tutea was saying, "As things are now, Socialism is nothing but systematic organisation of all that is inconvenient. . . . What we seek we do not find, what we find we do not need" (p. 87). In his mind, "Sacred and profane history co-exist, the truth of the former being unaffected by the dialectical illusions of the latter," with his concept of "supra-history" being defined as the intervention of God's grace into human history, that is, through Christ (p. 150).



For holding such suspect views, Tutea had been first imprisoned (from 1949 to 1953 and then again from 1956 to 1964), and then unemployed and closely watched as the "secret philosopher" of Bucharest until the Revolution of December 1989, after which he was rediscovered and embraced by intellectuals until his death two years later. He used the infamous "re-education clubs" in Romania's prisons to teach his fellow prisoners the interconnections between "classical philosophy" (the official course) and the gospel (the unofficial course). His "Creed" was defined thus: "Theology is knowledge of the Real, of divinity manifest in theophany [God the Father], theandry [the Incarnate Christ], and trinity [definition abridged on purpose to avoid static idol making] transmitted through sacred history and sacred tradition" (p. 145). Deification consists of the sacred and profane being ultimately linked in an "ontic triangle" via supra-history, a unified God-creation-humanity realm, despite human attempts to separate the spheres in the modern age. When such artificial compartmentalizations are transcended, sainthood can result; hence, Popescu's subtitle for his study. "The saint is the one who is rooted in eternity, who sacrifices himself and becomes a martyr through his sacrifice. He is distinct from the genius, from the talented and from the ordinary human being, all of whom are dominated by time. . . . Lack of vocation in the natural realm-where equality between individuals does not exist-is irrelevant to our truth before Christ" (p. 101).



To this reviewer's mind, Tutea's greatest contribution to Orthodox theology is his core concept of nuance, which (he argues) allows for the development of a wisdom in hope, which is qualitative and mystical, not quantitative and material. In this via negativa, "the Absolute" is understood "as mystery and incomprehensibility," contra both reductive science (concerned only with brute matter and number) and postmodernism (an attractive method, yet with no clear telos in view).



Tutea's methodology toward embodied holiness is materially grounded in a subtle understanding of "taste," achieved by "combining the superficial and the profound, the submissive and the intractable, gastronomic literalness and the savour of the divine sapientia." Consequently, "nuance is concerned with nothing less than the body's way of being that is 'the stature of the fullness of Christ' (Eph. 4:13)" (p. 235). Further, Tutea's methodology can be thought of as "a technology of the self" in the world's "theatre," leading souls through an understanding of "masks." The human's ideal role is to be derived from an integrated embrace of "vocation and inspiration" inside life, as distinct from mere detached "questioning and seeking" outside life. God's world forms the stage, the sacred scene, on which this process of integration is enacted, with the merely curious going through life in neutral, as contrasted with the engaged "doers," who live in synch with nature and its multiplicity, "absorbed in immanent truth." Yet, Tutea warns that this approach is doomed to fail unless other technologies of the self, such as spiritual exercises and observance, are reappropriated from a new perspective, combining the older Christian emphasis on "self-disclosure as self-renunciation" with the modern view of "self-disclosure as a creation of a new identity" (p. 200). This hard-won admonition is one that is most timely, given present disagreements, for alone neither pole of self-construing is a healthy one, individually or corporately.



A short review cannot do justice to this seminal work on Eastern European Orthodox thought in general and Romanian Orthodox thought in particular. Popescu concludes his most competent, comprehensive work (which draws upon much original research available for the first time to English-language readers) with a coda remarking that theologians in Western nations, who did not have to "endure the experience of totalitarianism" and are mired in an "ideology of consumerism" can only benefit from the "crucial lessons" spiritual writers such as Petre Tutea have to offer (p. 269). This reviewer wholeheartedly agrees.

UNESCO: Its Purpose and Its Philosophy



As the first Director of UNESCO (United Nations Educational, Scientific and Cultural Organisation), Sir Julian Sorell Huxley (1887-1975) wrote a paper entitled UNESCO Its Purpose and Its Philosophy (1946) [1] in which he outlined his vision for the newly created international organisation (which grew out of the League of Nations' Institute of Intellectual Co-operation). According to Huxley, the guiding philosophy of UNESCO should be what he termed, World Evolutionary Humanism. The previous article in this series described this philosophy and its relation to eugenics. This article will outline the purpose of UNESCO, which is to mentally prepare the world for global political unification under a single world government. It will also introduce the broad reach of tools and techniques at UNESCO's disposal under the banners of Education, Science and Culture.

Julian Huxley, an evolutionary biologist, humanist, and ardent internationalist held many titles including: Secretary of the Zoological Society of London (1935-42), first president of the British Humanist Association (1963), Vice-President (1937-44) and President (1959-62) of the British Eugenics Society. He was also a founding member of the World Wild Life Fund, coined the term "transhumanism" (as a means of disguising eugenics) and gave two Galton memorial lectures (1936, 1962). Huxley also received many awards including the Darwin Medal of the Royal Society (1956), UNESCO's Kalinga Prize (1953) and the Special Award of the Lasker Foundation in the category Planned Parenthood - World Population (1959) to name but a few. He is also the Grandson of Thomas Huxley (Darwin's Bulldog) and brother of author Aldous Huxley.

Facilitating World Government

"In general, Unesco must constantly be testing its policies against the touchstone of evolutionary progress. A central conflict of our times is that between nationalism and internationalism, between the concept of many national sovereignties and one world sovereignty. Here the evolutionary touchstone gives an unequivocal answer. The key to man's advance, the distinctive method which has made evolutionary progress in the human sector so much more rapid than in the biological and has given it higher and more satisfying goals, is the fact of cumulative tradition, the existence of a common pool of ideas which is self-perpetuating and itself capable of evolving. And this fact has had the immediate consequence of making the type of social organisation the main factor in human progress or at least its limiting framework.

Two obvious corollaries follow. First, that the more united man's tradition becomes, the more rapid will be the possibility of progress: several separate or competing or even mutually hostile pools of tradition cannot possibly be so efficient as a single pool common to all mankind. And secondly, that the best and only certain way of securing this will be through political unification. As history shows, unifying ideas can exert an effect across national boundaries. But, as history makes equally evident, that effect is a partial one and never wholly offsets the opportunities for conflict provided by the existence of separate sovereign political units.

The moral for Unesco is clear. The task laid upon it of promoting peace and security can never be wholly realised through the means assigned to it - education, science and culture. It must envisage some form of world political unity, whether through a single world government or otherwise, as the only certain means for avoiding war. However, world political unity is, unfortunately, a remote ideal, and in any case does not fall within the field of Unesco's competence. This does not mean that Unesco cannot do a great deal towards promoting peace and security. Specifically, in its educational programme it can stress the ultimate need for world political unity and familiarise all peoples with the implications of the transfer of full sovereignty from separate nations to a world organization. But, more generally, it can do a great deal to lay the foundations on which world political unity can later be built. It can help the peoples of the world to mutual understanding and to a realisation of the common humanity and common tasks which they share, as opposed to the nationalisms which too often tend to isolate and separate them." - 13

"With all this Unesco must face the fact that nationalism is still the basis of the political structure of the world, and must be prepared for the possibility that the forces of disruption and conflict may score a temporary victory. But even if this should occur, Unesco must strain every nerve to give a demonstration of the benefits, spiritual as well as material, to be obtained through a common pool of tradition, and specifically by international co-operation in education, science, and culture, so that even should another war break out, Unesco may survive it, and in any case so that the world will not forget." - 14

"[The UNESCO constitution] draws the notable conclusion, never before embodied in an official document, that a peace "based exclusively upon the political and economic arrangements of governments" would be inadequate, since it could not "secure the unanimous, lasting and sincere support of the peoples of the world," and that "the peace must therefore be founded, if it is not to fail, upon the intellectual and moral solidarity of mankind." " - 5

"As we have seen earlier, the unifying of traditions in a single common pool of experience, awareness, and purpose is the necessary prerequisite for further major progress in human evolution. Accordingly, although political unification in some sort of world government will be required for the definitive attainment of this stage, unification in the things of the mind is not only also necessary but can pave the way for other types of unification. Thus in the past the great religions unified the thoughts and attitudes of large regions of the earth's surface; and in recent times science, both directly through its ideas and indirectly through its applications in shrinking the globe, has been a powerful factor in directing men's thoughts to the possibilities of, and the need for, full world unity.

Special attention should consequently be given by Unesco to the problem of constructing a unified pool of tradition for the human species as a whole. This, as indicated elsewhere, must include the unity-in-variety of the world's art and culture as well as the promotion of one single pool of scientific knowledge. But it must also eventually include a unified common outlook and a common set of purposes. This will be the latest part of the task of unifying the world mind; but Unesco must not neglect it while engaged on the easier jobs, like that of promoting a single pool of scientific knowledge and effort." - 17

UNESCO's Reach - Education

"Unesco - the United Nations Educational, Scientific and Cultural Organisation - is by its title committed to two sets of aims. In the first place, it is international, and must serve the ends and objects of the United Nations, which in the long perspective are world ends, ends for humanity as a whole. And secondly it must foster and promote all aspects of education, science, and culture, in the widest sense of those words." - 5

"It [education] is the process by means of which knowledge, skill, technique, understanding, ideas, emotional and spiritual attitudes, are transmitted from individual to individual and from generation to generation. It is also a major part of the process by which the latent potentialities of the individual are actualised and developed to their fullest extent. It includes the broad sense of adult education and self-education as well as the narrow sense of schooling and training. It is a special field with its own methods, an art which is in process of substituting a scientific basis for an empirical or an a priori one. But the scientific basis of education has not yet been fully explored, and what has already been discovered is neither widely enough known nor widely enough applied. Furthermore, it is a field which has never yet been adequately cultivated on the international level, and one whose international possibilities can still hardly be guessed at.

These things being so, it becomes clear that the approach of Unesco must adopt certain general principles concerning education - not only that it should equip the growing human being to earn a livelihood, not only that it should fit him to take his place as a member of the community and society into which he is born, but certain further principles, which have been lacking in many previous (and existing) systems of education.

First, that education can be and should be a permanent and continuing process; the mind is capable of growth throughout life, and provision must be made for assisting its growth - in other words for education - among adults of all ages and not only in children and young people.

Next, that education has a social as well as an individual function[...]

Thirdly, that scientific research is capable of improving the technique of education to a very large extent, and that accordingly Unesco must give every encouragement to research in this field, and to the full dissemination of its results.

Further, since the world to-day is in process of becoming one, and since a major aim of Unesco must be to help in the speedy and satisfactory realisation of this process, that Unesco must pay special attention to international education - to education as a function of a world society, in addition to its functions in relation to national societies, to regional or religious or intellectual groups, or to local communities." - 29

UNESCO's Reach - Science and Culture

"Unesco by definition and title, must be concerned with Education, with Science, and with Culture; and under its constitution it is expressly charged to concern itself also with the spread of information through all media of Mass Communication - in other words, the press, the cinema, the radio and television.

We must now take these major subjects and see how they should be approached and treated by Unesco. But before doing so, one or two general points should be underlined. In the first place, it is obvious that Science is not to be taken in the narrow sense in which it is sometimes employed in the English-speaking countries, as denoting the Mathematical and the Natural Sciences only, but as broadly as possible, to cover all the primarily intellectual activities of man, the whole range of knowledge and learning. This, then, includes the Natural Sciences, the Social Sciences, and the Humanities - in the logical German terminology, Naturwissenschaft, Sozialwissenschaft, and Geisteswissenschaft. It thus runs from mathematics to theology, form physics to philosophy, and includes such subjects as history and sociology, archaeology and the study of classical literatures, as well as chemistry or bacteriology, geology or social psychology. And, as we shall see in a moment, Unesco must consider all the applications of knowledge as well as its pure pursuit.

The word Culture too is used broadly in our title. First of all it embraces creative art, including literature and architecture as well as music and the dance, painting and the other visual arts; and, once more, the applications of art, in the form of decoration, industrial design, certain aspects of town-planning and landscaping, and so forth. Then it can be used in the sense of cultivation of the mind - directed towards the development of its interests and faculties, acquaintance with the artistic and intellectual achievements both of our own and of past ages, some knowledge of history, some familiarity with ideas and the handling of ideas, a certain capacity for good judgment, critical sense, and independent thinking. In this sphere, we can speak of a high or a low level of culture in a community. And finally it can be employed in the broadest sense of all, the anthropological or sociological one, as denoting the entire material and mental apparatus characteristic of a particular society.

It is clear that Unesco must concern itself with the arts, as indispensable agencies both of individual and social expression, and for the full development and enrichment of personality. It must also concern itself with the level of culture in the second sense, since, cultural backwardness, like scientifical or educational backwardness, are a drag on the rest of the world and an obstacle to the progress that we desire." - 25

UNESCO's Reach - The Mass Media

"There are thus two tasks for the Mass Media division of Unesco, the one general, the other special. The special one is to enlist the press and the radio and the cinema to the fullest extent in the service of formal and adult education, of science and learning, of art and culture. The general one is to see that these agencies are used both to contribute to mutual comprehension between different nations and cultures, and also to promote the growth of a common outlook shared by all nations and cultures." - 60
